The Shanghai Zhangjiang Hi-Tech Park was established in July of 1992 as a national-level park designated for the development of new and high technology. In August of 1999 the Shanghai Municipal Government issues the Focus on Zhangjiangstrategic policy to accelerate the Parks rate of development. The Focusprogram also increased the Parks area from 17 to 25 km2. The Parks two leading industries are information technology and modern biotechnology and pharmaceuticals, and its principal focus is to develop innovation and entrepreneurship. The parks main industries are supported by the Parks national level bases: the National Shanghai Biotech & Pharmaceutical Industry Base, the National IT Industry Base, the National 863 Information Security Industry Base, and the National Technology Innovation Base. By 2005 Zhangjiang will be one of the nations top hi-tech parks, with an innovative and educational atmosphere and state-of-the-art technology. The Park is also striving to become a world-renowned center for hi-tech industries and scholars.
The geographic location Shanghai Zhangjiang Hi-teck Park (the park) enjoys a very convenient transportation. It is 21 kilometers away from Pudong International Airport and 25 kilometers from Hongqiao International Airport. It is 25 kilometers from the zone to Waigaoqiao Harbor and 17 kilometers to Shanghai Railway Station, which is amongst the ten largest railway hubs of China and from which a train can reach all of the main cities in China, including Hong Kong SAR. No. 2 Subway will connect Hongqiao International Airport and Pudong International Airport and its first phase has linked Zhangjiang Hi-tech Park in Pudong and Zhongshan Park in Puxi, meeting wity No. 1 Subway at Peoples Square, the center of the City. Zhangjiang Hi-tech Park Station of No. 2 Subway has completed and the trains are shuttling between Zhangjiang Hi-tech Park and Zhongshan Park every 6 minutes until 10.00 PM. The magnetic suspension railway has been completed and is operating on a trial basis between Pudong International Airport and Longyang Road Station, which is adjacent to Zhangjiang Hi-tech Park. There is a distance of 5 kilometers between the park and Nanpu Bridge and 3.6 kilometers between the park and Yangpu Bridge, connected by Outer Ring and Inner Ring respectively. Peoples Square is 13 kilometers away and the Bund 9 kilometers away. Longdong Avenue on the north of the park is the key way connecting the Outer and Inner Rings and Pudong International Airport while Luoshan Road on the west is the main road going between the Outer Ring and Inner Ring. Main bus lines consist of Daqiao No. 5 line (the park to Fudan University), Daqiao No. 6 line (the park to Jiaotong University), Bus line around the Park, Zhangchuan line (Zhangjiang to Chuansha), Dongchuan line, Shenqing line, Shenjiang line, Shensun line, Bus 621, Yongchuan line and Airport Bus line.
The basic infrastructure
Water supply Water for residential and industrial use is supplied by the Shanghai Waterworks Co. Pipelines in the Park are 300-800mm in diameter, with a daily capacity of 206,300m3, and a maximum capacity of 15,000m3 per hour. The Park water pressure is 156Kpa (1.5Kg/m2). The water meets the national drinking water standard GB5749-85. Electricity The East China Power Network supplies power in the Park. The Park plans to set up four 220KV transformer substations and twenty-one 35KV substations. Currently there are two 220KV substations and three 35 K.V transformer substations in use. Another 220 K.V transformer substation is under construction in the second phase of the Microelectronics Area. Rain water drainage In order to prevent flooding and maintain proper land and roads, three (of eight planned) pumping stations, and a compete water drainage system have been completed. Currently the drainage capacity is 44.04m3 per second, covering an area of 6.24km2. Eight kinds of water pipes (600mm to 2400mm in diameter) have been paved below the roads of the park. Steam An integrated thermoelectric supply system has been constructed in the Park hi-tech industrial zone with an average output of 30 tons per hour. The maximum output is 60 tons per hour. The outlet pressure is 1.6 Mpa and the temperature 250 degrees centigrade. Another thermoelectric system has an average output of 40 tons per hour, with outlet pressure of 2.5 Mpa and temperature of 400 degrees centigrade. The Park is building a new system to meet the specific demands of the microelectronics industry. Sewage water drainage Wastewater from the Park is pumped to the southern area of Pudong New Area for treatment. The Park has two pumping stations with 999L/S and 761L/S drainage capacity, respectively. The maximum drainage capacity is 2504L per day while the average drainage capacity is 1926L per day, i.e. the average daily drainage is 166,406m3. Gas The Park natural gas has been linked with the Pudong New Area backbone network. The transformation pressure is 0.6~ 1.5 Mpa, and the distribution pressure 0.2~0.4 Mpa, depending on customer specifications
